A Toronto
Police Inspector in response to community
concerns developed the Elmer Safety Program in
1947.
It is now a nationwide initiative that is
administered through the Canada Safety Council.
A Windsor
Police Community Service Officer teaches Elmer’s
seven safety rules to children aged 5-7 in all
62 elementary schools in Windsor. The kids enjoy
meeting Elmer and learn the safety rules through
fun activities.
