Officers located a man matching the description of the suicidal man in an alley in the 700 block of Mill St near Rosedale St. Officers observed the man talking on a cell phone and he was carrying a metal folding knife in his hand. From a distance of approximately 30 meters, Officers gave the man loud verbal commands to drop the knife but he refused and began to approach the officers waving the knife in their direction.
