Human Rights Project 2nd Annual Report

The Human Rights Project was launched on February 24, 2011. It is a joint initiative between the Windsor Police Service, Windsor Police Services Board, Ontario Human Rights Commission, and Ontario Police College to address policing and human rights issues. The main objective of the Project is to develop and implement initiatives aimed at identifying, eliminating, and preventing any possible discrimination in the employment practices and service delivery of the Windsor Police Service.

As shown in the second-year report, we have made good progress toward achieving our goals. Some of the highlights of our progress include:

·        Development of a Workplace Census Directive that sets out policy and procedure on the collection of internal demographic data

·        Completion of the 2012 WPS Workplace Census

·        Inaugural Police Ethnic and Cultural Education (PEACE) program targeting pre-employment, culturally diverse youth aimed at fostering an

          interest in policing careers.

·        Development of an overarching Human Rights Directive

·              Community Consultation sessions held in January and May 2012 on policing and human rights.

·        Launch of a telephone interpretation service in over 200 languages for persons with limited English proficiency

·        Launch of video remote interpretation for American Sign Language (ASL) to provide immediate communication with people who use ASL.

·        Production of an Emergency 911 pamphlet for the public in six different languages and in electronic format on website.

·        Development of a new human rights accommodation policy and procedure

As we enter the third and final year of the Project, we look forward to building on our progress through continued collaboration with our project partners and the community. I would like to express my gratitude and appreciation to all of the dedicated members of the community and the Project working groups, for their continuing involvement and support of this important initiative.

Albert Frederick

Chief of Police
