REQUIREMENTS FOR FINGERPRINT SUBMISSIONS TO RCMP

VULNERABLE SECTOR VERIFICATION

HOURS:  Monday through Friday, 8:15 a.m. through 3:00 p.m., holidays excepted. 

COST:  $45.00 + $25.00 RCMP Fee = $70.00 (Cash/Credit/Debit) 

Electronic fingerprint submissions are available for Vulnerable Sector elimination and criminal record verification purposes.

The Windsor Police Service is not authorized to submit fingerprints for other non-criminal purposes, such as immigration, adoption, VISA applications, government employment, etc.


REQUIREMENTS FOR FINGERPRINT SUBMISSIONS TO RCMP

1. The RCMP have enhanced their screening measures, for individuals applying for positions of authority or trust relative to vulnerable persons.  If the result of the search of the relevant databanks maintained by the RCMP is inconclusive, fingerprint submissions may be required.  Positive identification that a criminal record may or may not exist at the National Criminal Records repository can only be confirmed by fingerprint comparison.

2. The Ministerial Directive on the Release of Criminal Record Information by the RCMP, states that information from criminal records, may only be disclosed for screening purposes, after an individual’s identity has been confirmed by fingerprints.  There are many people with similar or identical names and dates of birth.  By disclosing the criminal records without confirming the applicant’s identification with fingerprints, agencies risk disclosing information to the wrong person.  This would violate the privacy rights of people who were not part of the screening process.


ELECTRONIC FINGERPRINT SUBMISSIONS

1. To make an appointment to obtain fingerprints for electronic submission to the RCMP, please call 519-255-6700, extension 4129.  Appointments are taken from 8:15 a.m. through 3:00 p.m., Monday through Friday, except for holidays.  The appointment for the electronic submission usually takes approximately 15 minutes to complete.

2. You must produce two pieces of valid, Acceptable Identification at the time your prints are taken.

3. The Windsor Police Service fee for fingerprints is $45.00 (Cash/Debit/Credit).

4. The RCMP also requires a $25.00 fee for this service.  This fee (Cash/Debit/Credit) is payable at the time of the submission.  The Windsor Police Service will collect the fee, and remit it to the RCMP on your behalf.

5. The RCMP will waive their portion of the fee for volunteers (Boy Scouts, Girl Guides, etc.) ONLY if you provide a letter of confirmation, from a bona fide registered non-profit organization, at the time of your appointment.  If written confirmation of volunteer status is not received, the $25.00 fee will not be waived, and will be payable upon submission of the fingerprints.

6. The RCMP will return the results of your fingerprint submission to the Windsor Police Service electronically.  Your Record Check will not be completed until the results have been received.  This process generally takes between a few minutes and 72 hours to complete.  Processing times for electronic submissions are considerably less than those for manual submissions.

VERIFICATION OF CRIMINAL RECORD 
 
Based solely on your name(s) and date of birth, you have requested that a Criminal Record Check be conducted through Windsor Police Service.  You have been advised that a search of the National Criminal Records repository maintained by the RCMP, could not be completed.  Positive identification that a criminal record may or may not exist at the National Criminal Records repository can only be confirmed by fingerprint comparison.

ELECTRONIC FINGERPRINT SUBMISSIONS
1. You may opt to have your fingerprints taken electronically at the Windsor Police Service. 
 
2. To obtain fingerprints for electronic submission please contact the Windsor Police Service at 519-255-6700 extension 4129 for an appointment.  Appointments can be made for Monday to Friday between the hours of 8:00 a.m. to 10:45 a.m.
 
3. You must produce two pieces of valid, government-issued identification at the time your fingerprints are taken.  The Windsor Police Service fee for the electronic submission of fingerprints is $45.00 (Cash/Credit/Debit).
 
4. You will also be required to pay the $25.00 (Cash/Credit/Debit) RCMP processing fee.  This money is collected by the Windsor Police Service and remitted to the RCMP on your behalf.  The RCMP will waive the fee for volunteer work (eg:  Boys and Girls Club) ONLY if you provide a letter confirming  your volunteer status from a bona fide registered non-profit organization at the time of your appointment.  If written confirmation is not received the $25.00 is required or we will be unable to proceed with your prints.
 
5. Once a response to your fingerprint submission has been received from the RCMP, your Criminal Record Check will be completed. Your completed Criminal Record check will be mailed to you at your home address.
 
6. If you elect not to have your fingerprints taken, your Criminal Record Check will be marked as Incomplete, and returned to you. 
 
7. If you opt to have your fingerprints taken by a private agency, your Criminal Record Check will be marked as incomplete, as noted above.  The RCMP will mail a completed certificate to you, either verifying the existence of a criminal record, or stating that no criminal record exists. In order to be considered complete, the RCMP certificate, should be attached to the record check completed by the Windsor Police Service.  Please be advised, this process can take up to 4 months to complete.  Processing times for electronic fingerprints are considerably less than those for manual submissions.

**If your record check is required for the purpose of a cab/livery driver licence, The City of Windsor Licence Bureau will require this form as proof that your Record Check has been delayed**.
