Emergency Services Branch

The ESB is comprised of 7 different areas:

All Units are highly regulated under the Adequacy Standards and Policing Standards Manual. This unit falls under command of Inspector of Operational Support Service.

Tactical Unit The Tactical Unit is comprised of two teams of 6 constables, 2 sergeants, 2 trainees. They are responsible for 26 areas of expertise.
Explosive Disposal Unit, The Explosives Disposal Unit is comprised of 6 constables certified as Police Explosive Disposal Technicians on an as-needed basis. Each officer is trained in CBRNE (Chemical, Biological, Radiological, Nuclear, Explosives).
Canine Unit The Canine Unit is comprised of 5 certified handlers and 5 certified police dogs, each of whom are assigned to a uniform patrol platoon. The dogs reside with, and are provided with all care and training by handlers. The WPS Canine Unit is one of the most successful and regarded Police Dog Units in North America and the recipients of numerous trophies and awards
Marine Unit The Marine Unit compromised of 5 certified operators patrol Windsor harbours, beaches and marinas for criminal activity enforcing Provincial and Federal statutes as well as Port of Windsor By-laws. They are responsible for policing Windsor boundaries of the Detroit River and work closely with the Windsor Port Authority and Harbour Master. Each officer is knowledgable in marine law and enforcement as well as Search and Rescue (SAR) They operate two vessels, the Protector and the Guardian. The Guardian was de-commissioned at the end of 2012 after 23 years of dedicated service. A new, modern vessel purchase is planned for 2013.
Crisis Negotiators The Crisis Negotiation Unit is comprised of 10 officers on an as needed basis when their skills will better the police response and attempt to negotiate a peaceful resolution through verbal communication. Every officer is skilled in negotiations and tactics including barricaded persons and hostage taking incidents. They working closely with the Incident Commander. They train a minimum of twice annually including annual full-scale exercises.
Mobile Command Unit The Mobile Command is comprised of 5 officers on an as needed basis. They are responsible for and are specially licenced to operate the Mobile Command Post and associated equipment. They train a minimum of twice annually including annual full-scale exercise.
Emergency Planning Emergency Planning is the overall responsibility of the Staff Sergeant Emergency Services Unit. The Staff Sgt is responsible for general emergency planning including the S.P.E.A.R. (School Police Emergency Action Response) programme and is a member of numerous committees both locally and in Michigan (international emergency response)
